Project overview
NNODI Group is providing senior quantity surveying and commercial management leadership to Sandals Resorts International on a major recovery programme following Hurricane Melissa, covering the reinstatement, enhancement and reopening of three resort properties in Jamaica.
Working within a live, fast-moving recovery environment, NNODI Group is responsible for establishing robust commercial controls, managing programme budgets and supporting the coordinated delivery of multiple construction workstreams across the affected resorts.
The challenge
The recovery programme required the rapid mobilisation and coordination of multiple contractors, consultants and specialist trades across three operationally important resorts, with close alignment between project managers, engineers, designers, contractors, resort operations teams and local stakeholders. The commercial environment involved several key challenges:
- Establishing reliable budgets while the scope of damage and reinstatement requirements continued to develop
- Coordinating procurement and contractor appointments against demanding reopening programmes
- Maintaining control of commitments, variations, contingencies and forecast costs
- Assessing contractor applications and commercial submissions consistently across multiple projects
- Balancing speed of delivery with quality, cost certainty and contractual governance
- Integrating resilience, sustainability and operational improvements into the reinstatement works
NNODI Group’s role
NNODI Group provides programme-level commercial leadership across the recovery works: developing and maintaining the overall programme budget, setting commercial reporting standards and ensuring that cost, risk, procurement and change are managed consistently across the three resorts. Acting as Managing / Lead Quantity Surveyor, we oversee the quantity surveying and commercial function, set priorities for the QS team and provide senior advice to project and programme stakeholders. Key responsibilities include:
- Developing project budgets, cost plans, forecasts and cash-flow projections
- Monitoring committed expenditure and projected final costs
- Managing procurement strategies, tender processes and commercial negotiations
- Reviewing contractor proposals, quotations and subcontractor submissions
- Assessing interim payment applications, variations and claims
- Maintaining change-control procedures and commercial audit trails
- Managing programme contingencies and emerging cost risks
- Providing regular cost and commercial reports to senior stakeholders
Our approach
A structured approach to budgeting, cost reporting, commitments and forecasting gives management visibility of approved budgets, committed costs, pending procurement, contractor payments, variations, contingency usage, commercial risks and forecast outturn costs, so cost movements are identified early and decisions are made before issues affect the wider recovery programme.
We support the engagement and coordination of contractors and subcontractors across the affected properties, reviewing scopes of work, assessing quotations, analysing commercial proposals and supporting negotiations, with particular emphasis on ensuring submissions are supported by adequate scope, pricing and programme information before commercial commitments are made.
Commercial risks are recorded, quantified and monitored across the programme, with mitigation developed alongside the wider project team to support disciplined contingency management. NNODI Group also leads value-engineering reviews, assessing options against capital cost, whole-life value, programme implications, operational requirements, quality standards, resilience and sustainability objectives, and maintains clear stakeholder reporting so commercial information is integrated into the wider recovery strategy.
